Really, gender should just not be addressed and leave it up to the player to decide. That way no one loses.

Every time there's an update that changes tf_english (like added weapons), you have to update it.

No, I mean. If I go into the .gcf and edit it, as I dont have one in the tf folder, I save it, and go into my game, and it reset's itself. Its kind of annoying.

You need to create the folders in your tf/ folder and save the file there. Saving it somewhere random won't help you at all.
