Not really underpowered, just hate those heavies which just camp and camp and camp like those stupid pyros that aren't spy hunting. Plus the spread is a little wide easier to get hit by a bullet.
Generally Heavies are vulnerable alone thanks to the 1 second spin-up time on the minigun and being horribly slow while spinning the minigun, plus you can't simply wait around a corner with the minigun spinning because of the noise which could scare away enemies or attract Soldiers and Demomen to kill you with little or no harm to themselves. A popular tactic of solo Heavies is a style of camping, the kind where you jump out of a corner while spinning the minigun in the air. This method usually puts your targets in the right place for a body full of bullets. This tactic works great while defending and isn't too bad while attacking, just watch out for sentries around the corner since you'll be in the air.
I would like to see heavy get a SAW type weapon, maybe an RPD styled machine gun? (Keeps with russian theme) No windup time, more accurate, less fire rate and damage.
The heavy is not underpowered in any way. In fact, he's probably the most balanced out of all the updated classes.

Just take out your bat, start double jumping all around the heavy and bonkbonkbonkbonk. If he takes out his fists, back off and take a few shots with your scattergun, until he changes back to his minigun.

Without a medic, he's a lot harder and less fun to play. Once you do get a medic though you're basically a rapetrain so I dunno he just needs some tweaks really.
I'm not sure. I am pretty much a Heavy only player at the moment. I can generally get top 3 on my team just by playing defence. But the problem with Heavy is that if you really want to do more than that (which sometimes I do), you really need an Engineer or a Medic who knows what you want. His only real problem is that his run speed when he's not spinning up his gun is so slow that he can't really be used in a competitive match, because by the time he has gotten to the fight it has already moved elsewhere. His only real weaknesses are to Snipers, Spies (but they're threats to anyone in the right conditions) and Demomen and Soldier (depending on range. If you start fighting point blank, you could have them in the bag if they don't get a crit on you) and of course other Heavies. But Spies have to be the worst enemy of a Heavy ever. Unless it's a crap Spy that thinks he can run infront of you while you're shooting, then bitches and moans when you wtfbbq him while he is cloaked, then you've got really low chances of survival and you can't do anything, you're made completely useless because as soon as you take your back out of a corner, spies gonna get ya! The worst thing about him is that he has a really low optimal range with the minigun. Even a light target such a spy or an engineer that is more than about 10-15 foot away from him (not sure about measurements) can survive sustained fire long enough to realise they should run in a different direction. tl;dr my 2 cents, if you're solo play defence, stick next to engineers and defend them from scouts early round so they can set up. If you've got a support group (medic and Pyro is best), then you will annihilate every doomed soul to cross your most awesome path. Also, I've only ever been beat by a scattergun scout 1v1 once and that was yesterday, for the first time. I personally blame lag, but he had some crazy jumping shit going on, and even though he was staying infront of me, I could hardly hit him. Other than that, the only scouts that beat me are the ones that use FAN, because it's an OP piece of shit. They two shot me round a corner so I can't shoot them back, and now I'm at half health. They reload, then just come back and finish me off. It's fucking annoying playing against a FAN who knows what he's doing. But if I catch them out in the open then they're screwed, no where to hide. If anything, the next minigun variant (if there is another minigun variant), should do a bit less damage, but be a lot more accurate and perhaps have a higher rate of fire. I don't think heavy is underpowered. A skilled heavy is able to stand against every class (well a camping demoman might be a problem) and most of the time he has the support of his fellow medic. Those who say that heavy is UP'd are in my opinion players, who just haven't discovered how to play him properly. Snipers are a problem because the heavy can't practically kill them on a long range, but a skilled heavy can still evade some of his shots. (unless it's a sniper with super-patience and luck O:) When you spot a sniper, you just have to find a cover as soon as you can.
Also when you spot a sniper, you better hope you're using the shotgun and not the sandvich, because you can switch to it and shoot him in the hopes you will jump his shot.

actually it would be cool for him to have a rambo style m16+grenade launcher or some sort of squad automatic weapon. if valve could get that to work

Plus the FAN got reworked so there'll be less "oh hai i knocked youback 20 metres with my shotgun".

Besides, when you're having a picnic, you are vulnerable. And I'm not playing arena mode at all. Also.. when you're out minigun ammo and you can't reach the babies with your hands, are you gonna use the SANDWICH for a "covering fire"? :O
