Both the Sandvich and the shotgun have their own situations. If you're assured of a Medic, Dispenser, or another steady, regular supply of health, shotgun is the way to go, especially if you think you're going to run out of ammo.
Sandvich is good when you're not sure how steady your supply of health is going to be. No Medics, Engis, etc.,.
And sandvich has saved me countless times from dying to afterburns after killing a pyro. Especially in surf maps where the health packs are rarer than gold nuggets in your shit.
I find Sandvich incredibly useful, makes survival game tons easier. I don't really need a shotgun if I have a minigun already.
I've always found Heavy to almost be a "high risk high reward" type of thing. You can kill babies extremely easily but there are also babies that can kill you extremely easily.

No he isn't. I love watching a bunch of them hide round a corner and seeing people fly backwards as they come in
These threads are always popping up. No, the heavy is not underpowered. Two of his unlocks were really bad, but he can still decimate a whole team if he has a medic behind him.
One thing though: The Heavy is bland to play. He really needs something to make him more interesting.
Bland to play? That feeling when you're shooting the whole enemy team while they're running away from you, those intense situations where you're shooting your minigun aiming at everything you spot.. it's priceless!
What's with all the gayass balancing issue threads lately? All the classes are fucking fine,play them,or don't play.

he is a bit underpowered AND not really fun to play
He has too many hard counters.
Spy? Usually instadeath.
Sniper? It would be fine if half the pub servers weren't sniper.
He needs to be able to be more self-sufficient. Without a medic he's usually dead extremely quickly.
That was about the most ridiculous bump I've seen.

The way I see it, the Heavy's fine in theory, but the things that make him powerful (good Medic buddy and teamwork) are practically nonexistent in pubs. To add insult to injury, his hardest counter- the Sniper (the Spy doesn't count because he's too easily defeated by moving the mouse a bit; in fact, a paranoid, spychecking Heavy covering a chokepoint is one of the hardest things for a Spy to deal with)- is very common.
On the other hand, he's too slow and vulnerable to good use of cover to be worthwhile in competitive.

i think not.
If you have a good team, heavy is an key class for victory. If your team sucks, don't bother playing as heavy
