Unusual trading gets to stay apart from the plain trading, because there's so much amazing discussion about the unusuals, but the FHaIT gets haphazardly slapped into trading? Because giving away free stuff is much closer to trading, than trading and some chatter on items of a different value. That and still, what's so destructive and horrible about having some off-topic chat while giving away free stuff? That's where you're sorely mistaken. There would be too much clutter if the the trading and FHAIT are merged. If the mods do this it will cause more hassle for them to moderate the thread because you have multiple things going on at once.
