I'll try clearing my engie models and redownloading I guess.

Parent: Select the model then the armature, and press ctrl+P
Assign vertices to a bone: Go into the model's edit mode, click the Object Data tab (3 dots in a triangle), go under Vertex Groups, find the group, select the vertices, and click Assign.

So far so good... I think. Just have to unwrap the lower arms and the fingers... The fingers I'm betting will be easy but tedious; the lower arms, not so much.
