You should try to texture some unusual effects, you can pretty much do most of the work yourself for those.

packs should only be made if you can truly think of a theme before even starting the first item
like, with the impact hammer neodement and i made, we at first thought of making a set with it - but we couldn't think of any theme besides "heavy duty"
this didn't generate any ideas to go with the impact hammer besides a heavy duty sentry that was more or less the bastard child of a mini-sentry and a bulldozer, so the impact hammer is a standalone item
