If you can use photoshop well, then you can make textures, that's already half the battle.

(Since the viewmodel arms could probably just be retextured)

Getting it on both arms should be simple, just duplicate it then mirror the duplicate, but I can't model, so I'm not sure, it might be a bit more complicated than that.
