The autobalance is a bit weird if only one player is doing well. It is meant to balance the best and the worst players out as much as it can. But if only one player is doing exceptionally well, they throw the entire formula off. And if the other players are about equal, it can't really balance them without unbalancing the number of members in a team (no matter how good your best player is, that will overwhelm them).
I don't think Valve thought too much about what happens when just one player is doing well as they would never really have expected that to happen in a team focused game.

I dunno, he made it possible for donators to have the golden wrench replace the regular wrench and for certain donator's hats to have unusual effects.

No, nonononono. That is the [B]absolute worst[/B] non-gameplay enhancing extra you can give someone for donating as the music is always awful, it's either shit like Linkin Park or wubstep.
Just give them access to some fun, but harmless SourceMod commands or something. Nothing that can help them in gameplay, but things that they can do to themselves like colour changing, self-ignition and slapping.
I blacklist every server I find that has reserved slots for donators. Pisses me off to no end.

Some of their earlier albums, go for it, they were decent. But the newer stuff gets on my nerves for some reason.
Still better than wubstep.
Not including the linkin park songs people could still pick annoying micspam or something with really loud bass to burst people's eardrums, or just annoying meme things.
Unusual effects is a good idea, but you could do something like RTD that doesn't have anything really gamebreaking like time-limit immunity, it'd give people something to play with.
Just thought I'd add that since I haven't seen it yet.
If I ever get a server, I'm going to have it so that you get unusual effects on your buildings when you donate. And Hats on your buildings.

Not everyone this day and age likes this shitty music... I for one like 60s music. But people who like shitty music wouldn't donate.
Music taste is subjective and there's no need to act pretentious because you "like music from X arbitrary time period".
