Are you people getting these while idling?
You do realize they could be the return of the CheatDetector items, right? Valve could be planting these into accounts of people they're finding idling and could be planning to activate them as CheatDetectors at a later date, having some kind of horrible consequence.
OR they could be future item indexes mistakenly placed in the random drop system, and when the items actually come out, they'll be filled in and you can enjoy having those items on day one of the update.
So you are now faced with a grave decision: Delete it now with a backpack editor to save your ass from being CheatDetect'd, or fly on the wings of chance and keep it, hoping it'll turn into a glorious hat/Engie item when a new update rolls out.

There are 3 Variations, 153, 154, 159. They all have the same static levels depending on the number. Example, 153 will always be 5.
Some folks that idle don't have a item, so may not actually be dealing with idlers.
