Why would they drop? There are more people that don't buy keys cause the chance is so low than those that do, if it became more common sales would go up.

Nope, if it were more common, then people would be as much as exited when they get unusual.
While they go "Maybe it's in this one" , and keep on doing that and buying keys, and when they get an unusual they still want more.
Case and point is normal hats in unusual market.
I remember when I was thrilled as fuck when I got a hat drop, now I pretty much go "eh okay".

The modest pile/entire hat stack set. Styles to paint either the band or the entire hat, along with a style that makes the modest pile black and lets you paint the band.
