I limited it to ATI only because I'm pretty sure TF2/Source in general is built to perform best on ATI cards. Now, the benchmark is for L4D, but it still stands. The card runs L4D at 1680x1050, 4AA, 8AF, Very High Quality with approximately 40 FPS. TF2 would probably run close to that at the same settings. And anything above 60 FPS is overkill because your monitor can't refresh faster than that. The human eye is said to see at about 24 FPS, so a stable 40 is good and gives you a nice balance between quality and performance.
And look at the card. It's only $65. So there you go, a $60 dollar card that can [i]probably[/i] run TF2 at high.

I apologize, but it's very noticeable when my FPS dips below 40 FPS. You are very correct about refresh rates, however.

However, I doubt you have ever played on such a card. It is extremely annoying when any card dips below say, 70 FPS (I cap my FPS at 60 so it's usually around 40~) and frankly, I'd rather have a comfortable gameplay as opposed to something that cannot handle combat (or rather, 6 other characters running around on the screen) comfortably.
Graphic cards are all rather unrelated to performance, anyway. Q6600 should be ample power for such a non-demanding game, but apparently, it's not.

My previous card was an nVidia GeForce 5500, I know what it's like to have to play on low graphics and stutter even then. And then when that burned out, I got a GeForce 2 series until I got a new computer for Christmas. I know FPS drops can be noticeable and annoying but it's pretty stupid to run your game at the lowest possible configuration to get an incredibly high FPS that you can't even notice, when you can run the game stably at a lower FPS and higher quality.

Well, you are correct on most of your points, but I disagree, my FPS is rather stable during combat, and thus, I'm able to make a backstab, or sidestab instead of missing entirely (I exclusively play Spy).

Any higher than 72 is overkill. I just read quick scientific analysis. Cinematic features run at 24 FPS because with the movie being the brightest thing in the room, the afterimage effect allows motion blur if I understand correctly. Reading through that was interesting and I can see your point, but there's another factor you have to take into consideration - the refresh rate of the monitor. Monitors and TV's actually differ in refresh rate in Europe and the US because of the powerline frequency. I have my notes somewhere but I'm not going to dig them up for specifics, but the gist of it is that monitors and TV's can only refresh either half or twice as fast as the powerline frequency, which is usually given as the Hz. So a monitor with 60 Hz can only refresh at 60FPS or something like that. I don't remember specifics, so take this with a grain of salt.
