It's not so much the fact that they're being punished as much as it is the fact that at present it is a completely absurd punishment somewhat similar to how it is an absurd punishment to cut someone's hand off for stealing. Before anyone gives me shit for that comparison I would like to say that the only similarity I am pointing out is the fact that both involve a punishment that is much more severe than is called for.

What we are saying is those people should have had enough sense to get some collateral or not put so much trust into a complete stranger and not traded.

Not all people are equally smart y'know, and Valve doesn't want to teach them how to look out for scammers with TF2; they're looking to protect customers from having a bad experience or face a potential loss.

I'm not just talking about Tf2 here. At present they are talking about banning entire accounts which could drive off big buyers in favor of more small time ones. I for one have at least a couple hundred dollars in games on steam and look to get even more. I'm sure Valve would hurt a lot more if they started losing customers like me as opposed to ones that own the orange box and little else. I don't think it will be [I]too[/I] big a deal but I need to kill some time.

If you "scam" someone, or make a good deal (one weapons for a hat :v:), well, also their fault, not mine.
If you however lie to someone, they should just give them the item back and maybe a warning like "If you scam again you will be VAC banned for 1 day"
And if you do it again, another day, etc.
No need to ban people for month, or completly. Or even disable their account.

Which is why I believe that the only thing that should happen if someone is TRULY ripped off is that they get refunded their items, not their steam account be disabled.
Solution: when you trade something to someone so they'll paint/name it, take one of their favorite hats as collateral. They'll be less tempted to run off without getting it back.

Holy shit, so much end of the world nonsense in this thread. Valve is not going to ban your entire account, because one whiny kid didn't like the trade in retrospect. Valve is a business, and they understand the losses of losing paying customers. The deactivating account bit probably refers to the the final chance that a scammer may receive.
You guys trust Valve with hundreds of dollars, and a working digital distribution system, but you don't trust them to take care of scammers. Silly.
Lets look at it this way: You shouldn't be trying to scam in the first place. I see where most of you guys are coming from but I think you're exaggerating a bit. Honestly this just prevents scamming from happening and I'm pretty sure they acknowledge what's gifting and what's scamming.
This sounds like a poor idea to me. Player protection programs such as VAC have traditionally been systemic, infallible, and free of human intervention. Judging "scam" trades will always be subjective, as decision-making is left up to humans. When Valve's player protection absolutely has to utilize humans (such as when they work to recover stolen or 'hacked' accounts) it's done with great care and detail - there's no way they have enough resources to apply this same amount of care to countless reports of potential TF2 trading scams. There's also harsh reality that people will abuse the scam report system.
If I were in charge, I wouldn't have greenlighted this. There's way too much room for error and imprecision.
Here's my solution: Write a general blog post warning players against scams, summarizing how to spot suspicious activity and what not to fall for. Inform players that they are responsible for their own items. It seems like Valve is scared of losing playerbase loyalty with the controversial microtransaction implementation, and are seizing this opportunity to defend the poor, weak, downtrodden victims of scams.
