Although cool, it is also very unlikely.
Feels like it would be a minor Huntsman/Rifle Sniper nerf.
You all know if anything we are going to end up with the paper bags again unless there are some good community submitted hats/weapons.
A halloween style 2fort would spark some life into that map again. Or perhaps some more underplayed official maps.
A Skull Face or perhaps a Jack-o-lantern head would be cool. Just PLEASE do not have a repeat Gibus disaster.
Paperbag (without scribbles on them?) should be able to be worn the whole year imo. It's such a short amount of time it's actually "useful".

It's a common hat?
For example, Napper's and Guadalajara are common due the hats droping from crates, now Chieftan drop from those too so it will be a really common hat like Napper's and the Guadalajara.Anything that's common lose it's value, and every TF2 player have a Gibus so it's the worst hat possible(and seriously the hat it's horrible by being ugly).
The gibus is awesome with the pyros whiskers and the spys camera beard.
