Then I'd play with Reserve Shooter even when I don't want to, like when I used to equip Frontier Justice with wrench solely for looks.

Yeah, some kind soul with a Wiki Cap, a Community Schema contribution, and who has already emailed Valve about that kind of fixes. But finding such a person may prove to be a daunting task.

I see that you have never been on SPUF then.
To balance out the enforcer. Perhaps they could maintain the 20% more damage done, but play with his cloaking ability differently. For example, cannot cloak for 20seconds after you have equipped the gun or after you have fired the gun, this way the spy will think more about who to target and not pull out the Dead Ringer when things get tricky. Spy is meant to be a tactical class, I think this may solve the problem?

That would be a HORRIBLE nerf. Spy needs to be able to cloak when he wants.

20 seconds would mean it is useless. That would be a massive disadvantage.
The whole point of the Dead Ringer is to use it when things get tricky.

I agree with this, but you get spies running around, un-cloaked, un-disguised shooting and then when they are getting into trouble simply trigger the DR and run away.

How about a shorter cloak time then? (Not time taken to cloak)
Then I'd just equip the Revolver and go around gunning people down, as the lack of power is not that significant, and is not as hindering.

Although there hasn't been nerfs to any other items that belong to sets, maybe Valve's going to make the speed of the Heavy's Tomislav as a full-set Bonus, when equipping all three of the Black Market Business weapons.
