Protip: You're not supposed to go head on towards the enemy with Natasha. You're supposed to defend with it.

I honestly couldn't tell the difference (damage-wise) between the two, however I prefer Natascha.
The problem with people that say one weapon sucks and another works better (similar to razorback, but the razorback DOES have virtually no use to medium-high skill players) is that they don't know how to use it. If natascha slows down the enemy, what does that help you do? Stall enemies, finish off fleeing enemies, keep people from getting to the last control point while your friends head there, etc. DEFENSE!
You guys aren't looking at the big picture, all you guys are seeing is damage done. Natasha does more than just work for you, it helps the whole team. You slow an enemy down, making them easier for the entire team to hit. If you have a team with you the damage from Natasha could be much higher if you take everything into account.
I use Natasha when helping Engies control an area.
Use Natscha if you require the target to not be moving so you can hit it with a billion bullets a second dealing a billion damage each. Use Sasha if you're cool.
Depends on the map usually for me. In close quarters maps with lots of corners or maps with long narrow corridors I use Natasha, since the damage nerf isnt as big of a deal at close range, and it makes it much harder for enemies to escape around corners. Also makes killing circlestrafing Pyros much easier. In more open maps (2fort battleground range areas) I use Sasha, because the Natasha's nerfed shots really come into effect at longer range, when not every shot hits, and the slowdown is alot less effective.

As for the default minigun and natasha I pick the default every time, Since when I first used the nat I hosed down a soldier as he walked out, stood still, Shot me four times with his rocket launcher and walked away again to reload, all the while being hosed by bullets at a range of about four meters. The Minigun is most effective vs. all enemies, but Natascha is more effective against Scouts, Snipers, and Spies. The only problem is though, Scouts, Snipers, and Spies are really the only classes Natascha is effective against.
It depends which minigun is better based on the map, your surroundings, the situation, and the way you play the Heavy. Remember that both miniguns are best used from close and medium range while at long range neither is very useful. Sasha is great if your opponent(s) doesn't have any place to run and she can be devastating when it comes to ambushing the slower classes (Soldiers, Demomen, and other Heavies). However Sasha can't be counted on if there's places to run or hide, but don't get discouraged if your kill (or killer) is too close. Natasha excels at catching unsuspecting Scouts, delaying rushing Pyros, and defends well with the ability to significantly slow down whoever she hits. However Natasha deals 25% less damage than Sasha, so it would take a little longer to kill anyone or possibility give enough time for a Solider to blast a crit rocket into your face.
