I got my bear for 4.66 ref odd, it's around less than 5 refined if you can find a seller and can wait.

As far as I know:

Specs - 4 ref
Medic - 4-5 ref
Teddy - 5+/- ref(from 4.66 - 5.33)

They're craftable, so the minimum is definitely 1 ref. You'll probably see anywhere from 1 to 1.66

I can respect the notion that it's a craft hat therefor people expect 1 refined for it. But even though it is a craft hat, it is extremely common due to the fact that EVERYONE has one. I bought one for 1.33 rec and they guy seemed happy enough to make the trade.
