There are a bunch of them and their value change depending on the weapon.
Chrage is like 1 reclaimed - 2 scrap, knife is like 3 refined.

I bought a strange GRU for 1 scrap, and sold a strange Flamethrower for 1 ref, like said above it varies on weapon, primary weapons or multi class weapons are usually worth more (the exception is spy, whose "primary" weapon is the knife).
