0, 69, 1, 42, 11, 22, 33, 44, 55, 66, 77, 88, 99, 100 are the only levels that can mean anything. the 11, 22, 33, ect hats arent really any more valuable, but some people do like them more. 99, 100, and 1 are all pretty cool. 100= high as you can get 99= highest double number 1= lowest number besides 0 69 and 42 are just popular because of what they stand for 42= meaning of life 69= sex pose 0 is rare as hell, and glitched. Also, levels don't really matter [b]AT ALL[/b] on nv hats.
