Yea, unfortunately if someone does use a stolen credit card or gets the payment reversed at their bank or disputes with paypal the game/s will be revoked and the account will be flagged to be inspected at which point I do believe it will be disabled and will require a support ticket to get the account back if they allow it.

Trading with trusted people doesn't mean situations like these can occur. I've heard stories about trusted guys with a lot of games in their own account getting problems with their credit cards and all. Sometimes you can't just predict these situations.
But, I have hope, that if one explains their situation to Steam Support, they can enable the account again. Hell, if that happened to me, I'd even tell them I was willing to pay the gifts. Doubt that'd work though. They're picky.
