At $10 a Bills or Bills with sweeteners ought to do, I think. Bills isi somewhere between $7 and $9 last I checked.
People do show up with a copy of TF2 for cheap fairly frequently, but you would have to keep an eye out (on SPUF and Reddit mainly, I think, at least when I was looking). I picked up 5 copies for 3-4 ref each not long ago. Also if that's what you end up doing, they each took 12+ hours to turn premium after gifting them, so don't be worried that it doesn't work right away.
