The Equalizer is not a "direct" upgrade. It does less damage than the shovel at full health. The Equalizer is more of a practical upgrade as in it is more useful than the shovel, though. Kinda like the Übersaw and Axtinguisher. To be a direct upgrade it has to be better in every aspect. The only weapons that "are" direct upgrades are the Amputator and Solemn Vow

plus weapons in TF2 are super easy to get within an hour of them being released without paying a dime.
So "upgrades" are not quite as harsh as they would be if upgrades were pay-only.

They can't really buff the Bonesaw, as it's a stock melee and all of those are suppose to be the same, other than the knife (which is core to the Spy class) and Scout (such a melee weapon would be more powerful in a hit-n-run style).

They did. They've made Tofu Boy in the first place after the flash, and then in Super Meat Boy, Tofu Boy is there to play as.

Except that to use the Amputator's Buff you need to stand still for 4 seconds and be an easy target.

No, what I'm saying is that it's kinda funny how if someone wants to play a newer Team Fortress game, he is going to have to deal with a game that has a lot of off-related promotional content in it. And I know you were joking, so this an open reply.
Now, what there is left to do for Valve when it comes down to Team Fortress (plus mandatory Half-life) is to create a new with the help of what they've learned (Like BF3) by launching a Team Fortress 3, then after the stock content, update it with the MannCo Store + Valve wpns/hats also being droppable, plus nametags, paints, crates, unusuals, with a little new to everything. And it would be a definite hit, probably?

Player incompetency is not a downside. It's a literal upgrade to the stock weapon and there is nothing that can refute that.

Remember when the Solemn Vow was in the Beta and everyone thought it was fantastic because everyone thought it would be a bonesaw buff and not an individual weapon? I wonder why Valve never caught that.

If you wanted to test a buff to the stock, just buff the stock and remove it from the non-stock; an added standalone item isn't a stock item.

I thought the general idea was, because of all the complaining about the amputator being a straight upgrade people assumed the seeing opponents health was moved onto it's own weapon to test it as a buff to the bonesaw to compensate for the amputator, and because it had no other stats that would warrant it being it's own weapon.
But now we have the solemn vow, which is pretty confusing in the same vein of the amputator. It's no big balance problem but it's still odd.
