For Photoshop, it does not really matter what version you are using. I started with Photoshop 7 and managed just fine. Later versions do have different features, and most recently with CS5 importing animated gifs with all frames and all set up in the animation bar (why did it take you so fucking long to open animated gifs properly Adobe?). I can't remember which version of CS introduced "import video frames to layers"... but im pretty sure all have the "load files into stack" option.
Also, the free image viewer [url=http://www.irfanview.ca/]Irfanview[/url] has a cool option that splits animated gifs and even video files into frames if you don't have the versions of CS that support video/gif splitting/importing.
For non-Photoshop I recommend Paint.net. I don't like GIMP for the reason that it removes transparent information leaving the dreaded "white fringe" in transparent sprays (see the bottom of [url=http://developer.valvesoftware.com/wiki/$translucent]this page[/url] for a more technical explanation )
