• HORRIBLE FPS with good computer

Kill any background processes, especially antivirus programs.
Is your antivirus running scans? Are you downloading anything that is very large? Like a linux distro.
SO, I tried the things recommend and there is still the weird lag. Hell I even reinstalled it and it was still there. It just went from always 60 FPS one day to somehow hovering around 30 and having input lag, also it looks blurred but says it's running at 1920x1080. No memory hungry programs running in the background. [editline]12:02PM[/editline] Also I did turn off vsync, it was still hovering around 30. [editline]12:08PM[/editline] Also "HL2.exe has stopped working" always happens to only TF2. Sometimes on launch, sometimes on map change. Don't know if that happens to everyone though.
Reformat and reinstall windows. Might sound like a stupid suggestion but it works most of the time.
What's your windows ? Also, were you using this same windows on an old PC then just used the same old HD in the new PC without formating or reinstalling windows ? Because, I had Windows 7 Ultimate with an old PC, then I bought a newer one and just plugged the HD from the old PC into the new PC, then, when I was playing something like L4D1 or 2, FPS was like 20~10 (the older PC could get more than 80fps..) So I reinstalled Windows and now it's all ok, 80+FPS, l4d..

Don't need a high FPS config when I can run the max quality config and get over 100 FPS. I reinstalled TF2 and it was still laggy so i doubt defraging would help. :<
what da hell your windows must be broken that pc is next gen wish i had it :<
I have kinda the same problem with a Dual Core E6300, GeForce 9500GT, 4GO RAM DDR3 but for every game now.
Unless you get screen tearing in TF2, disable Vsync. It eats FPS up like teddy grahams.

You say it's blurry? Go into Catalyst control center and turn your AAMode to "Adaptive Multi-sample AA" if it isn't already.

It must be a problem either with TF2's installation, your hardware, your OS, or your hardware's settings, as Raiderz suggested. You'll probably want to set commentary to 0, though...
Restored my 5850 to factory settings, changes AA to Adaptive MSAA yet it still shows MSAA. Back to good framerates for now. Thank's for the help everyone!
