Are you fucking serious? That's one of the most retarded things I've heard about trading so far, maybe I don't want to buy those keys, which makes the crates USELESS, then I'd rather have a normal, nice hat than some locked thing that only takes inventory space.

If you can't/ refuse to open a crate you may as well flog it off for whatever the hell you can get.
Crates are not worth hats, IMO, but then again I'm a compulsive gambler and always open my crates, as opposed to trading them away.
