The point of the nanobalaclava is that it goes on the enemies that can cloak. Can't remember their names. Since spy can cloak, it's only fitting that he should be the one to wear it.

I wish more hats were wearable by more than 1 class but not all the classes, like the team captain and private eye.
They missed some good opportunities by doing stuff like making the one-man army and your worst nightmare 2 different hats.
Some examples:
Soldier's Stash: Heavy, Soldier, Pyro
Gatsby: Medic, Scout, Spy, Demo
Scottish Stovepipe: Demo, Spy, Medic
Dealer's visor: Medic, Heavy, Pyro, Scout
Grenadier's Softcap: Soldier, Pyro, Engineer
Hat with no Name: Engineer, Soldier, Pyro
Outdoorsman: Engineer, Heavy, Demo
Dragonborn: Demo, Heavy, Pyro
There are also some more weapons that could be multi-class like the reserve shooter and half-zatoichi
Force-a-Nature: Scout, Engineer
Righteous Bison: Pyro, Soldier, Engineer
Market Gardener: Demo, Soldier
Pain train: Pyro, Demo, Soldier
Family Business: Soldier, Engineer, Pyro, Heavy

IIRC, Multiple times cructo has claimed that the Dapper's Topper is the best hat in the game.

because they were made for the classes they're intended for. Promos I can care less so yeah they can be all-class or multi-class.

If the hat was not gifted, I would have sold it for 1.5 buds, instead of a bud and 3 keys. Again, he could have [b][u]easily[/b][/u] moused over it, but I guess that is beyond human capability
