I don't think they meant for Bill's Hat to be craftable, the attribute was probably mistakenly given to it instead of the Ellis Cap.

I can already see the mails flowing in at Valve "Help, I accidentally crafted my Bills Hat!"

I still hope all promos end up being craftable sometime soon, because the TF2 Economy needs to be wrecked and burned to death.

Well, I have 2 Cremator's Consciences and wat to sell one for profit (sell for metal). I opened a trade on both tf2outpost and tf2tp. Noone seems to want it. Now the question is: Should I sell my Conscience to the Warehouse? [Unbelievable how easily one can make bad puns with that item]

It is. I bought one back in the days and cleaned it later on. I uhm... IDK. I have no idea how much it is worth. On the warehouse the buying price is set at 25k Credtis, which is like 5.66 Refined (I think). So yeah, I'd say 5 Refined.

I'm desperatley in search of an uncraftable Hound Dog, anyone could help me?
