I love the S. Sandman, but there should be a counter for people you stunned. And -15 Health seriously isn't even a problem, Sandman is the only useful bat.

I still prefer regular Bat. I don't even use my bat that much, so I won't trade 15 health for a feature I won't use very often.

I used to use the Sandman, but now I don't find myself needing the stun feature as much as I could, because well... I don't use my bat that much. Usually, it's a last resort if I've run out of ammo or am close enough to melee them to death.

You can stun people like pyros and heavies and get multiple meatshots resulting in death if you stun them first, it's not really a last resort type of deal.
