It is, but everytime I mention it or try to use it to base my prices, someone says it's bullshit and tries to low/high-ball regardless of the spreadsheet.

A friend of mine so far has found 4 hats in the drops... she started playing since September. And one of those items are the Pyro's Bubble Pipe. I call that so much luck.

I only ever once dropped a hat, and it was a bald engie. I have almost 1000 hours.
Granted, I spent at least 100 of those hours pre-update when playing with your friends list set to offline meant you didn't get drops, so I seriously got shit for a significant portion of my TF2 life.

I can confirm this
A hat dropped on my main account (played the game for the first time on april 2010) after 2-3 months of playing
On my two idling alts (january and december 2011) I got a hat dropped on my first week of idling
anyone up for arena?
I'm off to sleep now. I'll let you guys know if I got a Cremator's Conscience from drops :v:
