When I do this, it only adds up to 17 in the scoreboard. Making the quota higher has no affect. If people join or leave the game, the game keeps the player count at 17. Manually adding a bot has no affect. How do I make that final bot join?

Yeah, for some reason when the maxplayer count was 18, it didn't work. When I bumped it up to 24 it worked fine.

on the keypad, enter, plus, and period control bot creation. Enter makes it so that bots are 1:1 with humans, and join as they join. Plus makes it so that there are always 18 players on the server, and bots leave and join as players join and leave, respectively. Period kicks all bots.

0, 1, 2, and 3 control bot difficulty, form easiest to hardest.
4 and 6 control turns melee only on and off. You can make that into a toggle if you really want but I can't be assed.

Turned Pyro into a 40k Noise Marine. Why? I don't really know. I think I was drunk. Now all the flame throwers spew out over-amped, incredibly distorted dubstep. The airblast is a blastmaster whoosh sound.
