it was Daimao that originally offered to make it paintable, not Valve. and some people have their opinions about their items, and you are free to mod the game to your liking.

Also the hotrod already has paintablity but due to the creator's request it is unused.

I wonder if Valve looks through all of the fixes in the workshop, going "Oh wow, how did we miss that?" On every one. And then they don't implement them.
