When Buds go up 2 dollars or so, the value of the houwar goes down 1 bud, but since buds have gone up, it holds the same monetary value.

HOUWARs are really ugly, one of my friends got one by doing all the achievements, but he rarely uses it, and that thing is a headshot magnet.
