You should go back and clean up the roughness of it a bit and submit it.
I suggest a slight env map so it looks more like reflective tronish looking from the recent movie. And maybe go with more of a teal for BLU.

Not sure if there is far to much you honestly could change without it looking dinky, right now it DOES look really good. But in terms of tf2 I just can't see it ingame. If something like the undercover overcoat can't be put in for silhouette then I can't think of something like that getting in.

Could try making it a torn and tattered cape, something that's been through a lot and has some scroch marks or something, just to reduce it's profile so it doesn't hinder identification.

At this point, silhouettes should not be something that requires attention. If you depend on the silhouette of a character to identify them, then you're retarded. I'm sorry.

should look less like a super hero's well-kept cape and more like a bedsheet or some other faded old thing the soldier thought would make him look like a superhero.

What do colors have to do with silhouettes? :v:
It is important, if you read about how they made it or listen to the dialogue nodes in the game where they explain the dev, they say that they gave darker tones in some parts of the body and different color distribution per class to highlight the weapon the character is using and also to be help recognizing the character.
I think people worry too much about silhouette like its a holy rule and as many players keep saying in the workshop "this doesn't fit 60's", yet clearly Valve has stated they are no longer 100% 60's about the game timeline and obviously the art style has derivated quite a bit now.
Of course if you make a gigantic hat or a weapon it can be too much, but I wouldn't go too* far and look at the colors and size of certain hats or misc, the bigger the better to get attention for players who want items to look unique.
Man, I realize that the cloak probably won't get in, I would fucking love it if it did. Cloak + Team captain would be amazing, idgaf if every other soldier is wearing one as well.
Making it paintable might be too over the top and game breaking. I feel if it was only team colored, it wouldn't be as bad as you'd still be able to identify the team right away. Perhaps make it a lighter shade of red/blue to make it easier to identify which team he belongs to.
I like the cape just the way it is.
I use it for my gunboats mod still.
I'd make the colour on that cape more similar to the soldier's one.

Not really, the Medic's coat could be mistaken with it.
I look back at this concept art towards the end of TF2's initial development before going gold, and it always looks so nice.
When I built my computer just recently, the first benchmark I ran was TF2, everything turned up, on 2Fort. I'll be the first to admit that 2Fort isn't really a system pusher, by goddamn is the map beautiful. Walking around and looking at the textures and intricate details gave me a real sense of wonder. I especially love the texture work on the walls and ground, how everything looks like it had a paintbrush over it (I know this is intentional).
When I first saw Trailer #2 for TF2 I was in awe of the graphics and how it looked like a Pixar movie (almost). The art style for the game has shifted quite a bit, we can all agree on that, but I feel the maps, which are extremely critical, still have a lot of the charm they did when the game first came out. We give 2Fort a lot of shit as a map for it's design. A lot of it is genuinely justified, but when you have that rare moment of team work, not only is the map fun, but it's becomes a scene of beauty.
...sorry, the aesthetics of this game of played out prominently in my mind since the game's very first public footage. I gush about it sometimes.

Silhouettes account for shapes, not color or shading.
but i don't see how you can mistake it for the medic's coat when the medic's coat is either a bright white or an extremely light shade of blue while the cape is a very straightforward red or blue
After a bit of consideration, I realize I'm wrong about the silhouettes of the characters to an extent. Yes, we use the overall size and shape of the characters to identify them. When we see a big, hulking figure lugging around large objects, we immediately know it's our dear friend Heavy Weapons Guy. [I]But[/I] we also mix common sense with the use of silhouettes.
Now, the argument for the Cocketeer's Cloak is that it fucks with the Soldier's silhouette and gives him the silhouette of the Medic and his labcoat. Sure, but if you think about it you'll realize it's silly. Silhouettes are used to identify a class, yes, but so are their actions, their appearence and what they throw at you. We should realize in the heat of battle that Medics do not launch rockets at you, fly around in the air, etc etc. We also must take colors into consideration. The Medic's coat is white and light blue depending on the team. The Soldier is pure Red and Blue. I find it hard to find confusion in that.

By that logic, the Medic shouldn't have the Surgeon's Stahlhelm because it makes his head look like the Soldier's from afar. That sort of thing.
