I thought being poor and irish meant you had no hats (besides promotional hats like halo and such)? I see multiple people replying here have multiple hats, including coco911231 (who won a hat from the contest) who has 10 hats including the new ones! You should be checking peoples backpacks at tf2b.com to make sure they aren't just taking advantage of peoples kindness.
p.s if you are really poor and irish send me a PM i can give out a tyrants helm, just have 0 hats in your backpack (besides promo hats) and 10 hrs played within the last two week.

I understand were you're coming from, but I can't really go through every page of every applicant's backpack and I'd be an asshole to have someone make a picture then tell them they can't win
