If you checked the Steam forums a week ago, this sort of deal was regularly offered. I sold my Chieftan's for 7 hats + paint and probably could have gotten more, but Unusuals were getting CRAZY deals. I'm not surprised at 15 hats.
Now they're becoming a bit more common so the deals aren't QUITE as crazy.

But yeah, get the weapons now. Having options other than decorations is more fun anyway. I'd rather have 2 or 3 hats and all the weapons than all the hats.

Trade 1 hat for medic mask. Trade medic mask for 2-3 hats. Repeat.
I've done this probably 8 times now. I went from 7 crappy hats to 33 hats, all-vintage. If I was doing what the OP was doing (not caring if vintage/non-vintage), it would be extremely easy, because Vintage can sell for 2 non-vintage. I could get like 60 hats in no time, if I wasn't trying to keep a vintage-only collection.

Basically, just exploit the Steam trading forum to the max, and play in random servers (don't stick to Facepunch) where people will offer crazy trades (a hat for 1 reclaimed, or 1 polycount weapon, etc). That's all it takes.
