Oh boy. I remember having the exact same problem a while ago. I forget how I went about it BUT I think it has something to do with the UV modifier coming after the Edit Poly modifier in the the modifier stack. So try adding an additional Edit Poly modifier ABOVE the UV Map one, then editing your geometry from that modifier.
Modifier.
EDIT: Yeah, I'm pretty sure that's it because when you edit the geometry the UV map modifier says "HEY WAIT THIS ISNT THE MODEL I UNWRAPPED! REVERTING BACK TO AN OLD INSTANCE"

yeah, it's nothing special and both my drawing and my handwriting are pretty crap, but it's something.. if you need any different perspectives on it i can sort you out. if you're interested, that is.
the nozzle is rather uninspired so i guess you can get creative with that if you like, i wasn't sure what to put at the end.
the pilot light is in-built, but again you could alter the nozzle to accommodate an external one.

You really underrate yourself, that's a badass drawing. And I do wanna try it. Some more perspective's would be great.

Do the other backpack items work with it? If not it's likely they didn't export the bip_packmiddle bone correctly.

So, considering how crap I am at things, what's your stance on clipping?
I could position the thing as best I can, but those straps around the normal backpack want to clip through everything.
Could post up a quick fix that'll at least have it look like it's attached to Scout but with the straps going through the custom model's backpack, or I can take a bit longer and maybe try to move those around. (no promises on success though, I suck at this stuff)
In either case it's 3 AM here, so I'm getting some sleep for now. xd

It's supposed to be held differently and also it was banned from Olympic Games due to high efficiency
It looks like someone attached a railgun onto a skull.
You could always fit a normal handle on it as the overall design of the weapon looks pretty neat.
If it's a duel pistol with "High accuracy" it's possible that the Spy would make use of it.
That gun looks like Combine's stuff.
That warm polished wood they used for handle and decorative pattern on the barrel-thing doesn't help.
