Regarding bowler hats: I think the big problem is the Modest Pile of Hat. If it didn't exist, only the Spy would have a bowler hat (the Backbiter's Billycock), and making bowler hats for other classes would be perfectly fine, at least in my opinion. As the MPoH exists and is wearable by all classes, new bowler hats feel somewhat redundant. Hoooowever, the MPoH isn't satisfactory. It's unpaintable, and the default grey color clashes with pretty much everything. Thusly, we end up with a bowler hat deficit that isn't quite acceptable to fix. Then again.. If not, when will it be started and would people mind being kind enough to link to it here when it does? Unless they made it so Primary tokens give you those weapons despite tha they're still secondary, but I doubt Valve would bother doing that when there's a much simpler solution.
