The red/blue areas have a slight glow to them, kind of like the standard stickies, which is why i didn't make them look painted. It's a bit too faint, you can almost see it in the pictures of dark areas.
Anyway, I'll do something else entirely for the center, but I'm fond of the metal rims and the blocky spikes so they'll be staying.
For the launcher, I started on the overall shape.

I'm quite happy with the look of the model, I just wish that I was better at making UV maps that aren't shit.
I'm having a bit of a dilemma. Should I make it one neutral colour, or make it team coloured with the orange/yellow red/blue?

well, they technically can, but it's a hassle and I don't trust Valve enough to maintain it and do it right.
They would need basically make 2 different head replacement region groups. The two groups are compatible with eachother, but not with themselves.
Pyro_Head_Replacement_1
Hazmat Head, future heads also compatible with heads.
Pyro_Head_Replacement_2
Everything else
But I don't trust Valve enough to make sure each is added correctly to the heads it applies to.
What's going to end up happening, I am 99% sure of, Valve will accept it as a Misc, make it a Pyro_Head equip region, and use the two lenses you made and in the future lenses would just float wherever.
I just think you're doing a lot of work for something that's impossible to maintain and Valve isn't going to put any effort at all into it. At the most they accept the lenses, but then going forward the chances of them updating the hat for future hats is pretty slim.

though i like it, does a nice job of still being recognisable as a sticky launcher while still look new and interesting, nice work. The only thing I don't like about this is the TF2 menu button look for the click to see though I've never liked the look of them.

The eyes are a separate material, that's why. The UV for the eyes is being overlayed over the head texture.
His eyes look pretty heavy.
Like he could fall asleep at any time.

Because the eyes are UV'd to use a texture other than the class textures, so it's grabbing from the class's head texture, rather than where it's supposed to.
