An email from VAlve from the HLDS list says servers will need to register before gift finding is enabled.

Anyone not being fair with the server, such as cheating, using SM to noclip to it, etc etc will have it disabled.

The system should be refined so that Scouts don't grab the prize first; instead having a system whereby one can only claim a gift when there are a certain number of players next to it, and they have to do some sort of "minigame" to claim it, kind of like WarioWare or Simon Says or even Musical Taunts. (a play on Musical Chairs)

Sure it'd distract from the main objective, but it's goddamn Halloween; let's have some silly fun.

Yeah the biggest problem last year was the randomness.
Could go hours without being the lucky fellow playing scout near a spawn area.

I hope this year's has some sorta REAL objective, like score a gift if you contributed to the boss kill, win the round, etc.
