I still think hats should be earnt by skill/pre-order bonuses rather than random drops, everyone, hell, even on here, seems to be convinced that playing the game doesn't actually matter, only your number of hats. :smith:

I believe it works somewhat like this.
Let's say you have a cellphone. You get 150 minutes per month to use. One month, you only use 125 minutes. Your provider allows you to carry over unused minutes to the next month, so the next month, you have 175 minutes to use, 25 more since you had 25 minutes unused from the previous month.
Same idea with the new item drop system. If the weekly cap is around 15 hours, but you only play 10 hours, next week's cap for you is 20 hours.
Is that what you were asking?
Idling works better than ever. Got 15 items in about 14 hours. One of which is a hat.
Theres no way to get the feeling again in tf2 when you have no items when you start playing and no achievements, everything is so new and fresh and then you slowly start getting items.
Make a new account.
In all seriousness, I know how you feel. It just feels like you're piling more and more dirt on a mount and not really accomplishing anything. As compared to before, where you were filling a hole up with the dirt, now you're just making a mess. :colbert:

Not really. I was pointing out that there must be some sort of cap on how many of these hours you can accumulate.

Delete your items and reset your achievements.

In that case, I don't think VALVe ever specified that. All they said in the blog post was, "some."
