Its a random pick, no hat has a certian "chance" over another hat, not that I'm aware of at least. You may never get a single hat you want, you might find all of the ones you want in a week.

I dont know about the about the new hats, but the Heavys Football Helmet and the Engys Mining light had 0.04 %, while most others had 0.06 %.
