I don't think a health reduction would be necessary.
But I like the idea. I've always thought it would be cool to see the Scout fighting hand-to-hand with his dukes up like he did in the Meet the Scout video(although he didn't actually hit anyone).
Plus, running around at his speed and punching the shit out of things would be hilarious.

That would suck shit to play as/against. You'd be annoyed because you can't kill anybody, and everyone else would be annoyed because they can't kill you. And if you did even get close to somebody, you'd be dead very quickly. Ever tried to play a full round going melee-only Sandman?
But hey you get to parkour and be all cool so it's ok :downs:

Well ok, you have a weapon which encourages you to get close to an enemy, and yet it gives -25 health to the already feeble Scout?
Besides, you'd be completely useless in maps like Dustbowl and Goldrush. In fact, you'd be useless against any sort of teamwork.
