Hey. I cant find the tf2 models in GCFscape. They're not in tf2 content. Where else could they be?

which modelling program: 3DS MAX, or XSI softimage, or blender? If 3dsmax, which version? (2010, 2011, 2012, 2013)? 3dsmax is no problem to get (through being a student, yay?), but is it worth it?

I just don't want to see every new modeler under the sun trying their hand at an outline.

TF2's version can be considered the phong/lighting which matches the styles of the golden age of illustration, not comic books or graphic novels. Also on the 'Frantic hood': That orange texture ruins it IMO
