The summer sale is the first week of July, and it takes about 3 weeks for Valve to test and implement items.
So now is the crucial time to start. Items probably need to be finished by mid June to be considered for the summer sale update.

You could add some other sealife attached, like mussels or limpets. That might be going too far though.
