Why are these here, The Man with No Name is one of the most iconic characters in film history, and as you said, Austin Powers is a fairly popular film series.

To add to that, vintage Merryweather isn't an obscure reference, it's the name of that type of helmet sans vintage. The Jimmy Hendrix Experience is hardly obscure.

I don't know if the length of the tie was also part of the smooth criminal reference, but none the less I think it looks a lot longer than normal.

They don't want items with weapons on them because their silhouette stands out. This knife is holstered and won't stand out as a weapon from far away.
To be fair, the one bit of it that looks like the weapon is always covered by the Spy's hand anyway.
