EDIT: I do think the original design is shorter, with the peak closer to the forehead. It feels a bit front heavy, more so than the hat it's based off.

I managed to make a nice, readable charge-up effect by simply adding additional particle systems to the muzzle flash and timing it right.
Also, FissionMetroid101 is credit to team! He's the one who figured out how to get the light to work in the first place.

The wrench isn't in their hands properly. It suffers from what the Frying Pan does. The only thing that would fix it is decompiling the model, moving it down a bit and then recompiling it.

I can't get the oscillating rings to work quite right, so instead I just decided to make this as the base form and later I will put some of the weird pulse-y ring things in as a smaller detail.
Either way, I'm just starting on the Phlogistinator and am figuring it out as I go. It's harder to make a good effect for a flamethrower because of how dynamic it is. The fire can be anywhere at any time and you never know what a player will do, so you have to do your best to make sure that the effect looks good from all angles and movements.
Projectiles just go forward in a straight line so you don't have to worry as much. Flamethrowers on the other hand go anywhere.
Y'all will also be pleased to hear that the laser now somehow follows the actual flamethrower fire's hitboxes.

Looks awesome! It seems a bit unbalanced, though... color-wise. It's going to look that way without a dark-painted Made Man on as well.
The elbow patches would help.
