The lever on the Scattergun clips through his fingers as well so it's not a goof.
People will probably say to add some colour to it, but I think the monochrome feel to it is a good offset to the rest of the scout's colour palette.

It's all class, so I didn't want to put it on a specific class' head. I don't really think it needs one, but lets see if anyone else agrees with you.

I'm pretty sure Valve is saving the good weapons and making up stats for them for a large update; and that they're just adding random items into the game to keep people interested until they'r eready to announce an update.
Also, I think he was referring to whether or not he was going to make it replace his scattergun skin.
