The bugle however, on the contrary, it's too simple and boring. Which in this case shouldn't be so, as the item itself is boring when held. That is why Valve added the cool spin on it's draw. Removing it makes an already visualy boring item even more boring and unattractive.

A rig is simply something you set up in your modeling software in order to make animations easier. Without one you have to move each bone separately to animate. They are not exported with the animation and as such they have no bearing on how the animation works in-game.
