Those items shouldn't be in-game either.
And at least they sorta make sense as makeshift weapons, 'cept for the mackerel. A douchebag like scout would likely enjoy humiliating enemies, however.

TF2 has a comedic sense of style, it said so RIGHT IN THE COMMENTARY about the Spy's Paper mask.
