Really, the thing is with the Demo and the Scout is that their trousers are obviously tucked into their socks, which is why they look at they do.
Unfortunately this means sockless (Or equivalent) foot miscs look awfully weird, as the trousers seem to tuck into their legs somehow.

Mods get people excited for having the item in the game so that everyone can see it.

I can see it getting even slower as time goes on, and it's not hard to see why. There's no enthusiasm for it.
The content flow from the Workshop to game is a bit slow and can seem to favour items by who made them rather than how many positive votes they actually have.
High rated items that have been around for ages get consistently ignored without much of a reason. It makes voting seem pointless, and when you feel like your votes don't matter, there's really no other incentive to go in there.
For contributors, well, I can imagine that the total lack of feedback from Valve for all but a privileged few is a let-down.
The system's really no more useful than the old system, because you still don't know if you're uploading the right things or if Valve are even looking at what you're submitting. The only difference now is people can vote for things, which as I've said, Valve apparently don't follow too strictly.
