I believe it's a sport involving sword fighting in Japan. Given the prevalence of the Demoman now being a proficient melee class, the logic is probably based on that.
I do like the Kendo mask, even if it does appear to clip terribly with the collar, and I understand the fact it obstructs the face as a cause for concern, which is a shame. I would suggest having one of the bars shattered or damaged in some way across the face, but most consider that a cliché.

The price has nothing to do with Facepunch. It's just SPUF trying to pin the blame on someone when simple supply/demand made it go up. If people didn't want it so much, the thing wouldn't be nearly as valuable to traders.

Yeah i don't like the idea of making hints on the bad eye now. There is not a terrible amount of this gimmick in-game but many creators have gone that route thus making people get tired of it.

they have said that they are guidelines and they try to stick to it unless if the item is so awesome that they dont care. I dont remotely think this set is anywhere near "awesome"-ness. But yeah let's just make the set and hope they people like it.

It wasn't an explicit rule, just a guideline. The classes were all designed in such as way that everything that can affect gameplay is easily identifiable. The classes are colored and shaded in ways to draw attention to their torso, where they hold their weapons.
The WAR! Update introduced the Gunboats, but that was a tolerable case because it was still very easy to associate "things on Soldier's feet must be a secondary passive." This also applied to the Razorback and the Buff Banner as well, making those back-riding items easy to distinguish from a non-user of those items.
The Set hats from Mannconomy screwed with that by interlinking weapons and cosmetics to affect gameplay. It was a flop but was not undone because of purchases that people made.
Come Halloween 2011, 2 feet miscs are introduced for Soldier and Demoman. At a passing glance, it is not easy to identify if it is a passive secondary or just a cosmetic because as more and more items get added, it gets more difficult to identify what exactly does what; just flat-out knowing that it does [i]something[/i] is important too. The Tooth Kickers on the Soldier and Demoman do the same thing.

Yes, I was saying about that on the Emporium chat earlier, very few in-game items actually do reference the absence of his eye. However, I could propose a variation of the idea:

Thank you for taking the time to illustrate. I wish everyone giving us ideas would take the time to do this. However, the idea actually makes the area "busy" and thus distracting rather than actually helping. When we see a kendo head gear, we immediately associate the grill to the item. Our brain would bicker on itself. Also, it would be even more poly-intensive than it already is. Less verts is always better.
